SHAPING A SUSTAINABLE FOR JOHOR FUTURE

Johor aspires to balance the needs of economic development with environmental preservation. Key focus areas include reducing carbon emissions, expanding the use of renewable energy, enhancing sustainable management of natural resources and positioning Johor as a leading green investment destination within the context of the Johor-Singapore Special Economic Zone (JS-SEZ).

In line with these aspirations, the Johor State Government through Permodalan Darul Ta’zim Sdn. Bhd. (PDT) is preparing to launch the Polisi Pembangunan Hijau Johor (PPHJ) 2030. This policy will serve as a vital pillar in reinforcing the green development and sustainability agenda, aligned with both state and national aspirations.

PPHJ 2030 is designed as a comprehensive guideline encompassing policies, strategies and practices for green development. The policy also outlines the development direction through four main policies.

Johor Renewable Energy Policy 2030

The rapid growth in southern Johor and the development of the Johor–Singapore Special Economic Zone (JS-SEZ) have increased the demand for clean and sustainable energy. To reduce dependence on coal resources and support carbon emission reduction targets, Johor focuses on the development of renewable energy as the primary option. Through the Johor Renewable Energy Policy 2030, various strategies are outlined to strengthen green energy capacity, including solar, bioenergy, mini-hydro and other emerging technologies. This effort not only supports the state’s sustainability agenda but also reinforces Johor’s position as a regional green investment hub.

Johor Green Transportation Policy 2030

This policy focuses on reducing carbon emissions through the empowerment of environmentally friendly transport systems, particularly electric vehicles (EVs) and other green energy alternatives. With the vision of making Johor a leader in green transportation in Malaysia by 2030, this policy includes efforts to expand EV charging infrastructure, promote the use of biofuels and explore the potential of hydrogen technology. The implementation of this policy not only supports the state’s net-zero aspirations but also opens new investment opportunities, creates green technology-based jobs and raises public awareness of sustainable lifestyles.

Johor Climate Change (Flood Mitigation) Policy 2030

This policy is designed to strengthen flood risk management in Johor in a holistic, integrated and sustainable manner. By emphasizing more effective monitoring and early warning systems, strengthening river and drainage governance and adopting nature-based solutions, this policy supports adaptation efforts to the impacts of climate change. Through strategic collaboration between the government, private sector and community, Johor aspires to enhance the state’s resilience to flood disasters while ensuring the well-being of the people and the sustainability of development by 2030.

Johor Carbon Policy 2030

This policy was formulated to strengthen carbon management in Johor with a more structured and integrated direction. Its comprehensive content includes efforts to identify potential carbon assets and demand in Johor, develop robust governance through the Johor Sustainability Centre (JSC) as a regulatory body and ensure alignment of carbon policies between the state and federal governments. The policy also focuses on raising public awareness and developing competent expertise in the field of carbon. Overall, it will bring significant benefits to the state government’s green development agenda for the benefit of all stakeholders, while positioning Johor as a leader in sustainable carbon management in Malaysia.

These four policies will serve as drivers of implementation, ensuring that every green initiative undertaken is more focused, practical and impactful.

Through PPHJ 2030, Johor reaffirms its commitment to progressive and inclusive green development. At the same time, the implementation of this policy will further strengthen the state’s position as a leader in green investment in the region, particularly with the strategic opportunities offered by the JS-SEZ as a hub for cross-border economic cooperation and innovation.
